Can't get EDL Manager v28.5.2 to recognize EDL

I have this EDL I've generated from Resolve Lite. I've opened it in a text editor and verified the edits exist. But when I open it in Avid EDL Manager v28.5.2 it imports it only as a single edit (the entire running time of the reel). So instead of a 230 line edit decision list, I get this:

FCM: NON-DROP FRAME

I've verified the EDL by importing it back into Resolve where it's correct. What am I doing wrong?
